 Rationale

The United Nations set the Sustainable Development Goals (SDGs) which were adopted by all United Nations Member States as a blueprint for national strategic plan until year 2030 to achieve the plan of “Transforming our World: the 2030 Agenda for Sustainable Development”. The 2030 Agenda for Sustainable Development is a plan of action for people, planet, prosperity, peace and partnership for a period of 15 years from 2015 to 2030. This Agenda has 17 Goals and 169 targets that are intergrated, indivisible and balance the three dimensions of development: the economic, social and environment.

Thailand’s 20-year National Strategy and the 12th National Economic and Social Development Plan are influenced by the Sustainable Development Goals. The National Economic and Social Development Board formulated the 12th Plan and adhere to the 20-year National Strategy framework as the country’s Sustainable Development Goals, the Thailand 4.0 Policy and other reform agendas to achieve the objectives of “Security, Prosperity and Sustainability”. According to the Strategy 8 of the 12th National Economic and Social Development Plan: Strategy for the Development of Science, Technology, Research, and Innovation, which includes of (1) Promote R&D investment, social adoption, and commercialization (2) Develop Technopreneurs and (3) Develop a proper environment for the promotion of science, technology, research, and innovation, the National Science and Technology Development Agency, Ministry of Science and Technology developed the 1st National Science, Technology and Innovation Policy and Plan (year 2012 – 2021) as a framework to push forward the sustainable development for the three dimensions including of economy, society and environment through research programs under five targeted clusters consisting of agriculture and food cluster, energy and environment cluster, health and medication cluster resource, community and vulnerable group cluster, and manufacturing and service industries cluster (Office of the National Science and Technology Development Board, 2014) to move Thailand forward into an innovative society and to prepare to become a high-income country in the future. Therefore, the development framework focuses on intensively applying scientific knowledge, research and development works, technology advancement, innovation, and creativity into business sector, government sector and public sector. This also includes giving importance to the development of environmental condition or fundamental factors facilitating    R&D investment, researcher development, science and technology infrastructure and management to propel the country development to achieve the goals.

The International and National Conference 2018 has set the conference topics according to the sustainable development frameworks with the emphasis on five main goals as follows

Goal 3: Ensure healthy lives and promote well-being for all at all ages

Goal 4: Ensure inclusive and equitable quality education and promote lifelong education

Goal 7: Ensure access to affordable, reliable, sustainable and modern energy for all

Goal 9: Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation
